Two local fishermen got their comeuppance when they were arrested on April 8th for having on board their fishing boat a total of 2,073 shark fins. Government officials said that the catch represented as many as 529 sharks (which included 11 whole sharks they had on board).
The fishermen had the fins stored in a hidden compartment in the bow of the ship, which means they were aware that their catch was illegal. The limit for sharks in the waters they were apparently fishing in is 33. So, they were off by only a mere 496 sharks.
Hung Anh Tiet and Rick Nguyen, both from Texas, face fines totaling more than $26,000 and potentially 2 months in jail. Seems they're getting off pretty light compared to the sharks.
The interesting facet to all this is where this took place. Far away in the South Pacific, perhaps? Or maybe in the Mediterranean or Northeastern Atlantic? Try Louisiana. Right smack dab in U.S. waters, in an area that has been both trying to recover from the Deepwater Horizon oil spill and wrestling with overfishing concerns of other Gulf fish species.
Louisiana Wildlife and Fisheries Enforcement reported that law enforcement officials board the vessel Lady Lyanna in the Delta National Wildlife Refuge in Venice, Louisiana. In a wildlife refuge no less.
Just two local fishermen. 529 sharks. Now imagine what could be carried out by a large commercial fleet. Can't blame the sharks for biting back every once in a while. . . while they still can.

Shark conservation continues to make progress and continues to run up against serious challenges simultaneously. It's a long road that will need to be traveled to reach the ultimate goal of seeing decimated populations of iconic shark species begin to return to some level of normalcy, but it's a trip worth taking.
One of the biggest challenges the movement faces is demand for shark products, particularly shark fins. The shark fin market is centered in Asia where a long cultural history wrapped around the use of shark fin soup as a past symbol of royalty and prestige, today exists to exemplify new wealth and a growing upper middle class. Asian culture has also been a protective and sometimes isolated one and so outside admonitions, under threats of being labeled "Asia bashing", can often fall on deaf ears.
What has been encouraging is evidence of a slow change taking place within Asia itself. Fueled by conservation messages coming from Asian environmental groups, the press, and international organizations like WildAid, more and more restaurants and hotel resorts in places like Singapore and Kulala Lampur are refusing to serve shark fin soup.
Becoming a more frequent story in the Asian press, as reported by the Singapore-based AsiaOne News, "Sharks are slowly but surely winning the battle to keep their fins as the Chinese traditional dish is no longer a must-have at reunions and wedding dinners. Playing a big part is the Shangri-La chain, which declared that its 72 luxury hotels worldwide would stop serving the controversial dish from this year. [Director of communications for Shangri-La, Rosemarie] Wee said Shangri-La decided to join international efforts to stop the harvesting and trading of shark fins, which had severely depleted the population of the fish."
Addressing market demand, changing a people's taste for shark fin soup - or all shark-related products, for that matter - is a slow process and it must be done very delicately with countries that do not respond well to external pressure or influence as it is often perceived as interference. Public relations campaigns often seem to focus on a younger audience, the next generation of consumers, that seem to be more receptive to new ecological thinking ranging from shark extinctions to over-population to fossil fuels and climate change.
At the other end of the spectrum is another powerful nemesis and that is the economic incentive behind shark products and the tenacity of those involved in the business to keep things as status quo as possible. While recent political advances in anti-shark fin legislation or the designation of shark sanctuaries or protected zones has put some pressure on the commercial shark fishing distribution network, the more these businesses find it difficult to continue legally, the more we will begin to see illegal activities flourish.
According to Israel's Haaertz.com, illegal shark fishing in the Mediterranean is on the rise. With 42% of the 70 shark species found in the Mediterranean to be in danger of extinction, shark fishing is illegal in Israeli waters. The Israel Nature and Parks Authority (INPA) has been apprehending fisherman who were illegally catching sharks and selling them along the Gaza strip and in Tel Aviv. With financial temptation overpowering legality, many are concerned as to whether enforcement will be able to keep up.
Haaertz.com reported, "[INPA supervising director Ohn] Valency says that the authority doesn’t have enough supervisors to stop shark fishing. In recent weeks various organizations have accused European Mediterranean countries of failing to act forcefully to stop shark fishing."
And with Israel we are looking at only a small part of the Mediterranean coastline. There are some major European players working throughout the Mediterranean - countries like Spain, Italy, and Portugal are heavily involved in commercial shark fishing - clearing out sharks at an alarming rate from this nearly closed body of water. (European nations supply a third of all shark fins to Hong Kong, arguably the shark fin processing capital of the world.)
So, progress is being made but we can expect to see a rocky transition as market demand slowly erodes while the industry does all that it can to perpetuate the business. This will push some participants underground and enforcing state, national or international rules and regulations will be put to the test, straining available resources.
Marine biologists often talk about declining fish populations reaching a critical "tipping point' that can signal the total collapse of a population and its ability to recover. As the conservation work continues on behalf of sharks, the commercial shark fishing industry could someday face its own tipping point. Let's hope that happens before the sharks face theirs.

The shark fin trade is not only a very lucrative business due to the high demand in Asian markets for shark fin products, it can also be a very dangerous one. This was a lesson intimately learned by U.K. celebrity chef Gordon Ramsay will filming a segment in Costa Rica for the U.K. television series The Big Fish Fight, which advocates sustainable fishing practices.
Chef Ramsay was in Costa Rica to document the extent of the shark fin trade and he certainly got an eyeful when he and his camera crew approached a shark fin processing operation. To say the least, he was not met with open arms as he and his crew were threatened by fisherman out to protect their illegal catches. The scene was akin to Mexican drug labs and the armed guards that protect them.
Reported in The Telegraph, Ramsay recalled, "These gangs operate from places that are like forts, with barbed-wire perimeters and gun towers. At one, I managed to shake off the people who were keeping us away, ran up some stairs to a rooftop and looked down to see thousands and thousands of fins, drying on rooftops as far as the eye could see. When I got back downstairs they tipped a barrel of petrol over me. Then these cars with blacked out windows suddenly appeared from nowhere, trying to block us in. We dived into the car and peeled off."Eventually, Ramsay was able to talk his way on board one of the fishing boats and he later found that the boat was carrying illegally-taken shark fins, which caused another commotion.
"There were people pointing rifles at us to stop us filming," said Ramsay. "A van pulled up and these seedy characters made us stand against the wall. The police came and advised us to leave the country. They said 'if you set one foot in there, they'll shoot you'."
While Costa Rica has been lauded in some circles for its ecological and conservation efforts, there is a festering weakness in its efforts due to the unregulated and illegal shark finning activities that take place there. The fact that the police are aware of these activities but choose to do nothing is an indication as to the power and influence that these groups, who have been labeled by some as an Asian "shark fin mafia", have over the Costa Rican government and its law enforcement branches.
When talking with my shark advocate colleagues, I will often propose that shark conservation must enter a new phase, a new level of strategic sophistication to combat the forces that are depleting the world of sharks. With a multi-billion dollar industry at stake, the barbarous cruelty and waste of shark finning means nothing to these people. The importance of sharks as anything else than a revenue stream is of no consequence to them. It will take strong political pressure from nations sympathetic to sharks and the important ecological role they play to try to force the hand of apathetic countries who provide safe harbor for these criminals. But it won't be easy, not when guns and corruption are involved.
We can pursue trying to influence the Asian populace and stifle the demand for shark fin products. But with continued economic growth and expanding consumerism in those markets, it's almost an insurmountable task; the war is not lost, but it's a helluva a battle. Shark conservation needs to consolidate its efforts towards strategies that encourage hardball international diplomacy. The shark fin industry is ecologically unconscionable, but - like drugs, child pornography, and slavery - it's equally as vicious.

While generating positive public opinion for shark conservation is an important goal, it is also a slow process. And while it builds over time, sharks continue to be slaughtered in horrifying numbers. Therefore, the proactive steps - the moves that are less of a reaction to the situation but rather are strategic steps forward - are needed probably to a greater degree.
WildAid, Conservation International, and other groups, working in cooperation with the Ecuadorean government and the Galapagos National Park Service, have been supporting the efforts of ranger managing the Galapagos Marine Reserve with the use of both technology and outright gumshoe detective work. One of the greatest issues facing the Galapagos Marine Reserve (GMR) is poaching of tuna, sharks, and even sea cucumbers - all to meet the ever-demanding Asian markets.
The GMR utilizes a high-tech satellite-based tracking system to keep tabs on fishing boats that are periodically allowed to pass through the reserve. The Vessel Monitoring System, or VMS, can detect whether a boat is proceeding at speed or whether it is changing speed, dillydallying and a clear sign that illegal fishing may be taking place. A boat is then dispatched to investigate.
Just like in the drug world, smugglers often try to hide their illegal catches. Wrapped in foil, shark fins, sea cucumbers, and other caught species are less likely to give off a telltale scent. Unless you are a trained sniffer dog from the K-9 Environmental Police Unit of Galapagos' Santa Cruz island. The K-9 unit - supported by WildAid, Sea Shepherd, and Conservation International - has been responsible for some significant "busts" of shark fins and other illegally fisher species.
According to WildAid's director, Peter Knights, "Marine reserves are the last great hope to save fish stocks. Marine enforcement is always difficult due to the distances involved and cost of marine operations, so illegal fishing has been an almost risk free crime. But tools like VMS can provide much better surveillance and the sniffer dogs can prove to be a great deterrent as well as assist in detection of smugglers. The sooner we can deploy these tools to more marine reserves the sooner we can secure the world's dwindling fish stocks."

There are places throughout the world that can serve as both a unique oasis of ecological development and a microcosm of the world as a whole. The Galapagos Islands are an archipelago of volcanic islands off the coast of Ecuador that fit that description to a tee. First brought to worldwide attention by Charles Darwin's studies during his 1835 expedition, the islands have been a source of fascination with scientists and, more recently, tourists.
The islands' uniqueness is a result of their isolation, producing endemic species and acting as a perfect laboratory for the study of natural development and the relationships that intertwine to produce healthy marine and terrestrial ecosystems. The islands are known for their marine
iguanas, Galapagos tortoises, and several species of birds - including the only tropical penguin, the Galapagos penguin - just to name a few.
To preserve some of that uniqueness, the Galapagos Marine Reserve (GMR) was established in in 1986, covering over 70,000 square miles of surrounding ocean, one of the largest marine reserves in the world.
However, the more troubling and challenging side for the Galapagos is the islands' role as a microcosm of the world: an ecosystem threatened with the imprint of man. From a growing island population and tourism industry to invasive plant and animal species to illegal fishing within the reserve (often for sharks or sea cucumbers to satisfy a demanding Asian market), the Galapagos Islands are besieged from all directions. Island agencies, struggling with limited resources, must turn to outside conservation organizations for support.
One such organization that has taken a special interest in the Galapagos Islands is WildAid, based in San Francisco. Often working in conjunction with other conservation groups, WildAid has been closely involved in the monitoring of fishing boat activity, finding illegal fishing for shark fins and sea cucumbers taking place under the guise of boats supposedly only passing through the GMR. Last year, the ability to monitor boat activity was improved with the installation of a satellite-based vessel monitoring system. WildAid was also instrumental in bringing sniffer dogs to the islands several years ago, trained to smell not only drugs but shark fins and sea cucumbers.
But while enforcement is an important part of conservation, it is equally important to tackle the root, or roots, of the problem. And in that regard, WildAid has worked with several agencies to help island locals with changing their personal economies away from poaching and abusing their natural resources, assisting them with building more sustainable activities. WildAid's efforts towards alternative incomes garnered the organization the UNDP Equator Prize in 2007.
Realizing the impact of the online world, WildAid has worked in conjunction with Good Egg Studios to develop Elf Island Virtual World, where kids of all ages can participate in interactive online game play to track and protect threatened sharks of the Galapagos Islands, thereby learning what is being done and what they can do to preserve these endangered species. The game company merged with Xeko.com recently, expanding their nature and conservation slate of online gaming.
There are other organizations like WildAid, ones that walk the talk, that provide tangible results and are truly making a difference. When you consider showing your support for any conservation organization, understand that they are all well-intentioned but in the final analysis there must something solid backing them up - good words supported by good deeds.
